According to the 2010 census the African American population of the State of West Virginia is 3.4%. However as indicated by publications such as the West Virginia Legislative Select Committee B Report, Bureau for Public Health Chart Book, The Status of African Americans in Kanawha County, and Legacy of Inequality, this population suffers disproportionately in the areas of health, education, representation in the criminal justice system and social economic status. PAAC is collaborating with the Tuesday Morning Group, and many other advocates. The primary focus of these groups has been to pass the Herb Henderson Office of Minority Affairs legislation. The bill would establish an office within state government tasked with the responsibility addressing and eliminating the social determinants that continue to foster an environment in which the aforementioned disparities are allowed to exist.
